	utils.js *.maplog now inlcudes the tag_dump.txt for each map

	we no longer prop binaries, symbols, or source on failed builds
	took our symbol stamping as we have symbol server working
	added symbol server reg. for the win32 apps
	moved symbol server reg. so it only happens on good builds
